The TIG application process in the General TIG category begins with the submission of a brief Pre-Application to apply for funding. The submission of a Pre-Application enables a prospective grantee to get feedback on their project idea. We invite full proposals for those projects that have a reasonable chance of success in the grant competition process based on ¿ìèÊÓƵ’s analysis of the information provided in the Pre-Application. Prospective applicants are encouraged to contact TIG staff with any questions or to get information about prior TIG projects. Please note that applicants for Technology Improvement Projects (TIPs) category do not need to submit Pre-Applications.

For proposals in the TIG General and the Sustainability, Enhancement, and Adoption (SEA) categories, ¿ìèÊÓƵ invites successful pre-applicants to submit a Full Application in the ¿ìèÊÓƵ GrantEase online system. Full applications are due on June 30, 2026.

Technology Initiative Grant (TIG) applicants must be current grantees of ¿ìèÊÓƵ Basic Field-General, Basic Field-Migrant, or Basic Field-Native American grants. Although other entities are not eligible to apply, they are encouraged to participate as project partners.

Applicants must be up to date according to the milestone/payment schedule on any existing TIG projects prior to submitting a new TIG application. TIGs will not be awarded to any applicant unless the applicant has made satisfactory progress on all TIGs previously awarded to it and is not currently subject to any short funding (i.e., less than one year) on basic field grants.

The Sustainability, Enhancement, and Adoption (SEA) category allows TIG grantees to build upon a specific project and its technologies, ensure that their TIG-funded work is effectively integrated into the service delivery system, and complete the project activities necessary to ensure the initiative’s long-term success. SEA grants have a 24-month term and a recommended minimum funding request of $40,000. Applicants must submit a pre-application to be eligible for an invitation to submit a full application.

SEA, formerly known as AEE, applicants must be nearing completion or have recently completed (within the last three years) a successful TIG. They must be current grantees of ¿ìèÊÓƵ Basic Field-General, Basic Field-Migrant, or Basic Field-Native American grants that are not subject to short-funding (i.e., funding less than one year) on their Basic Field Grant. Applicants must be up to date according to the milestone/payment schedule on any existing TIG projects before applying.

Technology Improvement Projects (TIP) grants are available to fund a technology assessment, information security audit, business process improvement, or technology planning process. The maximum amount for funding requests in this category is $35,000, and they are 12- or 18-month projects. TIP applications are shorter and simpler than a full TIG application. There is no pre-application or invitation requirement.

New in 2026, the TIG Planning Grant category allows ¿ìèÊÓƵ grantees to set aside adequate time and resources to carefully define and scope out a particularly innovative, complex or transformative technology project before applying for a traditional General TIG. This grant category will have a two-phase structure.

Phase 1 of a TIG Planning Grant will focus on project definition and planning activities, including needs assessment; requirements gathering; conducting Requests for Information (RFIs) to research potential vendors and obtain realistic cost estimates; roadmap development; preparation of a detailed implementation plan and budget; and other necessary planning activities. The Phase 1 grant term can be 6 or 12 months, and ¿ìèÊÓƵ will fund this phase at a maximum of $75,000.

After successfully completing Phase 1 of a TIG Planning Grant, grantees may apply for additional funding to support Phase 2 implementation. ¿ìèÊÓƵ will open a special TIG application opportunity for eligible grantees at that time. Completion of Phase 1 does not guarantee Phase 2 funding. 

TIG Planning Grant applications do not require a pre-application. ¿ìèÊÓƵ will open the application system and provide guidance for this grant category by May 11, 2026. The application deadline is June 30, 2026.
